OK, so the deskjet 3740 is supported by hplip. If you want to use hplip with cups you need to use the long uri and the ppd included with the hplip_ppd.tar.gz extension.

and in both cases 1 and 2 the printers is loaded by cups i can see preview page ,configure page etc but when i print, the icon of printer goes of green to yelow and done below the  error mesage

-what happens when you open a terminal window and enter "hp-testpage -d[long uri]"

"/opt/hplip/lib/cups/filter/foomatic-rip failed"

- about the only way to find what causes this problem is to set the log level in cupsd.conf to "debug" and look at the error log. It's really not that difficult...

question hplip is a cups program ?

- no, hplip and cups are separate programs, but hplip uses the "hp" and "hpfax" backends with cups in order to print and fax.

Did you follow the instructions in the hplip info file? If so, were there any error messages?

Could you edit cupsd.conf, change "LogLevel" to "Debug", restart cups and then look in /var/cups/error_log for errors?
