I am using flash 6. The text in the buttons is static.
I try to set Device Font to true but it still dosen't work.

To get around this (and for any machine that doen't have that font installed), you need to go to the text box properties and specify that you want to include the font outlines (less filesize if you can specify only certain letters etc instead of the whole set).

Can you explain this to me? I am not a Flash specialist.

Thanks.

In the textfield properties, there should be a checkbox labeled something like "include font outlines".  If this is selected you can go further by specifying certain character outlines to save, such as only lowercase letters and numbers.
