UCI files are read-only no matter what...they're like cdroms in that respect. One thing I've been thinking about is the possibility of creating an /opt/opera_plugins directory in user.tar.gz, with /opt/opera850/lib/opera/plugins being a symlink to this directory.  In this way the main application is read-only and umount-able, and the plugins directory is writeable so you can add more to it.  This could work for other uci apps' plugins, too.
Another possibility, for the sake of a cleaner /opt, could be a universal /opt/plugins directory in which apps add their plugins (/opt/plugins/firefox, /opt/plugins/opera, /opt/plugins/audacity...).  Just a passing thought.
