I tried a few ways, but dsl-n-01rc3 doesn't seem to want to
boot with USB 2.0.

This is on Dell SX270's, which work fine with dsl-3.0.1. dsl-3.0.1 loads ehci-hcd even if there are no USB devices plugged in.

With older versions of dsl, I used "usb2" as a cheat code, but even that doesn't help.

I tried booting with and without any USB devices pluged in,
but neither way worked.

I can modprobe ehci-hcd and then plug in a USB 2.0 drive,
but that causes problems if you have booted from a USB 2.0 drive.

Is anybody getting ehci-hcd loaded when they boot from a USB 2.0 device?

Will be fixed in the next RC
