It's a command line package manager program for debian variants (I'm sure it's also been ported to other distros).

For DSL, Synaptic is just a glossy front-end for apt-get (I think)

Synaptic is highly recommended by me for people who need to use apt-get to install programs.

The commandline apt-get program works fine but Synatpic contains ease-of-use features that benefit both beginners and advanced users.
