Apt-get :: Apt-Get ~.deb and ~rpm

I have no internet but i would like to install a package which is available only as ~.deb or ~.rpm
Is there any chance to get it installed under DSL?
If yes, what do I have to do?


1. Borrow a friends Internet connection.
2. Download the dsl-dpkg extension and your *.deb file.
3. Load the dsl-dpkg extension on your system.
4. Type "dpkg -i /path-to-file/*.deb" in a terminal window

how can i download the dsl-dpkg extension on your system?
what do i have to type?
